Instalé todo las dependencias que decia el INSTALL.TXT incluyendo eso que
nombras:

ubuntu en ip-10-174-23-251:~/bioinfo/scipy-0.12.0$ sudo apt-get install
liblapack-dev liblapack3gf libblas-dev libblas3gf
